The Justiciar is the leader of Rampart's Order of Paladins and a guardian of the city's law. The supplied initial office-holder is Morgon, but a successful player or a replacement official can hold the office instead. The Justiciar carries the badge sought by the Thieves' Guild.

Location and identity

The Justiciar's office lies south of the city gaol, behind the Order's headquarters. In the original city layout the room is separated from headquarters by a concealed passage. City travel to order of paladins reaches the headquarters service, not an audience with the physical NPC.

The initial Justiciar is peaceful and does not wander, but attacks or an alert of the city guard can make the official hostile. Combat attributes depend on the recorded incumbent and can change between games as earlier characters enter the office's history. The initial history records Morgon at character level 10.

Conversation and law enforcement

A peaceful Justiciar greets members of the Order as comrades and tells other passers-by to move along. A hostile Justiciar can demand surrender, using the same law-enforcement conversation as the guards. Hostility can also trigger an alarm that alerts the city's guards and closes access to the Order's headquarters service.

For an Order member, surrender is not a harmless way to reset relations: the jail procedure expels the character. The Order article explains the exceptional route to forgiveness.

The badge

The Justiciar carries the Justiciar's Badge. A qualified Thieves' Guild master who exceeds the incumbent Shadowlord's recorded character level can take it to the guild at night for the final promotion; the badge is consumed when accepted.

Killing the Justiciar is not a straightforward substitute. It shifts alignment by -100 and, while the Order remains intact, can promote a surviving city guard as the new Justiciar. The succession sequence takes the badge from the death site when present, and alerts law enforcement. Do not plan to kill Morgon, calmly collect the badge and walk away without consequences.

Becoming Justiciar

Advance through the Order, give the Star Gem to the LawBringer, exceed the incumbent's character level and return with alignment greater than +300. The existing Justiciar steps down and is removed from the city without a credited kill. Your name and level enter the office's history. Replacing the leader by promotion is different from killing the NPC.

Trivia

The city's tourist guide names Morgon while assuring visitors that the Thieves' Guild will soon be found. That printed name does not change with the incumbent, a small contrast between Rampart's fixed publicity and its changing officials.

On surrender in Rampart, the law-enforcement dialogue adapts Monopoly's jail instruction to "Go directly to jail. Do not pass go, do not collect 200Au." Compare Hasbro's Monopoly rules, which send a player directly to jail without the passing-Go salary.
