Draft:Shadowlord
The Shadowlord is the leader and highest rank of Rampart's Thieves' Guild. The supplied initial leader is Shadowspawn. The incumbent's recorded character level determines the final promotion threshold, while the same office-holder can appear as a physical NPC in a mansion.

Role and encounters
The guild names its current Shadowlord when accepting a new member. That dialogue is part of the nighttime guild service, not evidence of an attackable leader standing at its entrance.
Rampart mansions can contain an NPC selected from the game's recorded office-holders, including the Shadowlord. Such a resident starts hostile and is asleep if generated at night. A particular mansion is not guaranteed to contain Shadowspawn, and being a Thieves' Guild member does not pacify its resident.
The initial Shadowspawn is built as a melee fighter. The office's name does not give every incumbent an automatic pickpocket attack, a special guild-recognition conversation or a copy of the Justiciar's Badge. Later incumbents can have different abilities based on their recorded career.
Becoming Shadowlord
Reach Master Thief, exceed the incumbent's recorded character level, and bring the Justiciar's Badge to the guild at night. With the supplied level-10 record, you need character level 11 or higher. A successful turn-in consumes the badge, teaches Shadowform, increases current and maximum Dexterity and Agility by two each, and records your name as Shadowlord.
This is the last step of the guild advancement route, not a duel with the current leader. Killing a Shadowlord NPC does not grant the rank or its rewards, even though a leader's death can alter the name and behavior remembered by the game's history.
Strategy
Use the incumbent's level as the succession benchmark, not the NPC's combat level. The initial values are 10 and 7 respectively, and confusing them would send a level-8 Master Thief back to the guild too early.
The quest's useful physical target is the Justiciar, who carries the badge. Exploring a dangerous mansion to kill Shadowspawn does not substitute for obtaining it. Likewise, the recognition gesture that makes certain ordinary thief monsters depart does not apply to every Shadowlord encounter.
Trivia
Shadowspawn's name and profession suggest an allusion to Hanse Shadowspawn, the thief Andrew J. Offutt created for Thieves' World. Co-editor Lynn Abbey discusses his creation in an interview, and the Science Fiction and Fantasy Writers Association identifies him as Offutt's character. The connection to Omega is an inference, not a confirmed author quotation.
