The Justiciar's Badge is the quest item required for promotion to Shadowlord of the Thieves' Guild. It belongs to the miscellaneous-item category, not the artifact category, and grants no activated power.[1]
Obtaining the badge
The Justiciar is constructed carrying the badge. It can be taken by pickpocketing under the ordinary theft rules; the special punishment for stealing from a generic guardsman does not apply to that attempt. Killing the Justiciar costs 100 alignment and can cause a surviving city guard to succeed to the office. When the succession sequence finds the badge at the death site, it transfers it to the replacement, so killing is not a dependable way to leave it on the floor.[2]
The badge is excluded from ordinary random-object generation, but acquirement can produce it. Choosing miscellaneous things with a blessed acquirement lets you select Justiciar's Badge; unblessed acquirement can draw it randomly from the same 26 definitions. This path does not check its unique-generation restriction. The resulting badge is accepted by the guild just like the one carried by the Justiciar.[3]
Turning it in
Visit the guild at night, already holding Master Thief rank and with a character level strictly above the incumbent Shadowlord's recorded level. On entry, before the menu, the guild consumes one badge from accessible inventory or the backpack. You become Shadowlord, learn Shadowform, and gain two points of current and maximum Dexterity and Agility. If you reach Master Thief during that visit, leave and return to trigger the entry check.[4]
Strategy
Keep the badge despite its zero sale value. Theft is a possible route when your skills support it; a blessed acquirement offers a way to avoid the theft and succession risks at the cost of a valuable scroll. Possession alone does not waive rank or level requirements. Activating the badge does nothing, and blessing or enchanting it does not improve the promotion.[5]
